Self-Assessment Tool (SAT)

The Self-Assessment Tool (SAT) is an online tool provided by Singapore’s Ministry of Manpower (MOM) that lets employers and employment agents check whether a candidate is likely to be eligible for an Employment Pass or S Pass before submitting a formal application.

How it works

Employers enter details about the candidate and the role into the SAT, which checks these against the relevant pass’s eligibility criteria — including salary and, for Employment Pass applications, COMPASS scoring.

• If the SAT indicates a candidate is not eligible, MOM advises against applying, since the application would likely be rejected.
• If the SAT indicates a candidate is eligible, there’s around a 90% chance the actual application will be approved — the SAT is a strong indicator, not a guarantee, since MOM’s final assessment can still differ.
